Yes, it is. I don't know how or why, but this one fell between the cracks when the renewal window came up.

The film was registered March 17, 1939 and the year in the copyright notice is 1939 as well, so it should have been renewed between March 17, 1966 and March 17, 1967. However, no renewal appears in the 1966 records (p39 for January-June and p94 for July-December) or the 1967 records (p47 for January-June and p111 for July-December), or even the 1968 records (p43 for January-June and p107 for July-December). Other titles starting with "Little" do appear on the pages mentioned above, but not "The Little Princess".
And sure enough, IMDB shows that dozens of companies have it out on DVD, including usual PD suspects Alpha Video, Reel Media and Mill Creek.
